Mr. Smith has over twenty-two years of experience in government relations and in the private sector. He has extensive experience in telecommunications, information technology, law enforcement, intellectual property, health care, and privatization issues. Mr. Smith also specializes in areas of congressional relations, appropriations, and policy development.
Over the past two decades, Mr. Smith has owned and managed The Da Vinci Group, Inc. a government relations and public affairs firm in Washington, DC. He enjoys relationships with several members of Congress, who seek his advice on an array of legislative and political issues. Mr. Smith's close relationships with key staffers on both sides of the aisle also give Mr. Smith an advantage to understand all sides of important issues facing the congress and his client's interests. Mr. Smith has had enormous success in legislative affairs, general consulting and campaign fundraising on congressional campaigns with an 83% success record over the past decade.
Mr. Smith lives in Leesburg, Virginia with his wife and children. In addition to his interest in politics on the national level, Mr. Smith spends much of his free time actively helping his community, working with candidates for elective office and advocating issues at the local and state levels.
Kevin brings to The Da Vinci Group over 28 years of legal representation, operations and executive management experience in the public and private sector. Kevin currently serves Of Counsel to The Da Vinci Group.
As a corporate attorney for two of New York City's largest firms, Skadden, Arps, Slate, Meagher &Flom and Weil, Gotschal &Manges, Kevin worked as a valued representative of both firm's corporate clients. Later, he was appointed Commissioner of Probation and Director of Criminal Justice Policy for the City of New York. As one of the City's top law enforcement officials, Kevin directed a staff of skilled probation professionals, established criminal justice policy for New York and worked closely with law enforcement and prosecutors to rehabilitate offenders and to detect and deter crimes within New York City.
Kevin later served as Vice-President of Criminal Justice Services to the former Lockheed-Martin IMS division opening their New York office and expanded the operation in the eastern region. Furthering his expertise in criminal justice, Mr. Smyley was Vice-President of Business Development for one of the largest private corrections companys in the United States. Before joining The Da Vinci Group, Kevin served as Vice-President for Justice and Public Safety with Tier Technologies.
As a graduate of Wesleyan University and Georgetown University National Law Center, Kevin's academic, legal and corporate background have demonstrated a unique set of problem solving skills that allow him to approach individual issues with specific task oriented solutions. Kevin has extensive experience in crisis management, business development, operations management and policy development.
Kevin lives in Montana with his family and the Washington Metropolitan region.
Dr. Rattehalli has a distinguished career in medicine here in the United States and his native home of India. Dr. Rattehalli has established and developed medical management and capital financing for companies in the medical outsourcing, global private capital partnerships with countries, agencies and Fortune 500 companies.Dr. Rattehalli continues to advise governments and private industry on effective management, research, and capitalization of companies and markets.
Mark Boesen, Pharm.D. is of counsel to The Da Vinci Group and President and CEO of Health Policy Associates, LLC located in Gilbert, AZ. He is a practicing pharmacist with over 17 years of service to his patients.
Dr. Boesen also works for The University of Arizona College of Pharmacy's Medication Therapy Management Center and the Health Law Group at the law firm of Quarles & Brady, LLP. Prior to these roles, he served as the Vice President of Regulatory and Government Affairs for Avella Specialty Pharmacies, bridging all of the various departments and team members to successfully implement and manage the organization.s quality control and government affairs initiatives. He has also held positions at the American Association of Colleges of Pharmacy, the Maine Association of Substance Abuse Programs, and the American Health Quality Association
His professional background also includes special knowledge and experience with political advocacy, specialty pharmacy operations, quality improvement, patient safety, and managed care services.

Robert L. Shuster is Special Counsel to Buchanan Ingersoll & Rooney and practices in the firm's Harrisburg office. He joined the firm in May 1998. Prior to joining the firm, Mr. Shuster practiced in the areas of commercial litigation and public affairs, providing counsel to a variety of public authorities in the area of construction contract disputes. Mr. Shuster is a member of the firm's Administrative Law and Government Affairs Groups. His practice areas include providing counsel on general business matters and legislative/public issues to a variety of clients on transportation matters, employment matters, industrial development opportunities and state and federal appropriations. Mr. Shuster has experience dealing with legislative matters with both the federal government and the Commonwealth of Pennsylvania. Previously, he worked for Chrysler Motors Corporation; the government relations section of a Washington, D.C., law firm; the office of President Pro Tempore of the Pennsylvania State Senate; and Congressman William F. Clinger, Jr., former Chairman of the House Reform and Oversight Committee. Mr. Shuster is Special Counsel to The Da Vinci Group on a range of private sector issues.
Eric Finkbeiner is a lawyer who has over 20 years experience in state government, politics and policy development. Eric has served in the offices of three Virginia Governors, most recently as policy director for Governor Bob McDonnell. Representing clients before state legislatures and working with multistate organizations like the Republican Governors Association and the American Legislative Exchange Council, Eric has deep experience with technology, public safety, environmental, education and economic development initiatives.
Prior to serving as Governor McDonnell's policy director, Eric was a partner at McGuireWoods and led their Virginia Government Relations team. Earlier, he worked in then Governor George Allen's policy office and was tasked to be the Executive Director of his Commission on Parole Abolition and Sentencing Reform. Before joining the Allen administration he was the Communications Director for Governor Wilder's Task Force on Violent Crime.
Eric is currently a member of the Virginia Criminal Sentencing Commission. He holds a law degree from the University of Richmond and a B.S. in Mass Communications from Virginia Commonwealth University.
Eric provides government relations, media strategy and political consulting services to large and small businesses, associations, PAC's and candidates for public office.
Kate Blair has spent the past decade in government relations, specifically in outreach and education to key legislative and political decision makers. Mrs. Blair started her career working in the energy industry in Salt Lake City, Utah.
In 2011, Mrs. Blair moved her practice to Washington D.C. and began her representation on a wider range of issues including: Natural Resources, Energy, Transit, Education, Public Lands, Defense, Biotech and municipal issues including water resources, public safety, housing, and workforce development. Mrs. Blair is an associate of the Da Vinci Group where she focuses her subject matter expertise on a variety of issues.
Dr. Calvin R. Edwards is Of Counsel to The Da Vinci Group. Dr. Edwards has an extensive background in the corrections field and academia. He was employed with the Federal Bureau of Prisons for twenty-three years where he held numerous positions including Warden, Regional Director and Assistant Director of the Federal Bureau of Prisons. He also served as the Executive Deputy Director and Interim Director of the DC Department of Corrections during the transitional phase of closing the facilities in Lorton, Virginia. Dr. Edwards worked in the private corrections industry in both operational and consultant roles. In addition to his traditional operational leadership roles in both public and private corrections, Dr. Edwards has experience in the design, staffing, and activation of numerous new correctional institutions as well as the accreditation of existing facilities. He has directed audit teams for quality assurance and policy compliance for federal correctional facilities as well.
Dr. Edwards also has experience in higher education and has held several positions as Professor of Criminal Justice and Department Chair. Dr. Edwards has been teaching in higher education since 2001 and has numerous publications and presentations related to correctional issues and the general field of criminal justice. Dr. Edwards possesses a Bachelor’s Degree in Sociology from Elmhurst College, a Master’s Degree in Social Work from Washington University and a Master’s and Doctorate Degree in Public Administration from the University of Southern California. He is the recipient of numerous awards including the United States Department of Justice Bureau of Prisons Distinguished Service Medal and the Presidential Rank Award of Meritorious Executive in the Senior Executive Service.
Erin Axson is of counsel to The Da Vinci Group. Erin is a veteran of corporate and non - profit sales, marketing, and communications. With more than a decade of experience in these fields, Erin has developed a unique approach to working in corporate production with companies like Disney and Nickelodeon to name a few. In her non - profit capacity Erin served as Executive Director for the The Signing Time Foundation a non - profit organization connecting college students with Ghana’s deaf orphanages. Erin currently spends her time between her home in Salt Lake City and Washington, D.C
